You can rearrange the fields when building or modifying a template by clicking and holding down on the field name you want to move and dragging and dropping it to its new location.

Ability to reorder sublist fields outside of sublist in template
Users have the ability to reorder sublist fields outside of sublist while creating or editing a template so that you can order your fields as per your input data and you are not restricted to ordering fields within a sublist.
Note:
With above in place, we assume that you would enter data properly for each sublist field while uploading where each header level field needs to be repeated for each new line in sublist and sublist field would have values distinct for each line.
