This can be done by entering [[@NONE@]] in the value field when creating a filter.  

Ex. To get a list of vendor bills where the location is null/empty, create a filter with the location field and enter the value as [[@NONE@]] (1) instead of choosing from the drop-down.  Hit Save (2).

Records pulled are those vendors bills with null or blank Location at the header.
